About Energy Performance Certificates (EPCs)

The EPC regulations were promulgated by DMRE in 2020 and are mandatory for certain types of buildings
An EPC is a certificate that displays the annual energy performance in the form of measured net energy consumption per occupied net floor area of a building. It provides a rating of the building against a reference energy performance of similar buildings based on occupancy class and the energy zone of where the building os located
All energy sources consumed and/or exported are included in the building’s energy performance (i.e. electricity, diesel, gas, etc), and the energy consumed by garages, car parks, storage areas, and outside areas is excluded
Valid records and data for the full 12 months measurement period are required in order for an EPC to be issued
EPCs can only be issued by Registered Energy Performance Certificate Professionals (previously SANAS accredited Inspection Bodies)
All EPCs are to be publicly displayed at the entrance/ reception of each building and are valid for five years
Certified copies must be submitted to SANEDI within 3 months of the EPC being issued
The monitoring of display of EPCs may be carried out by the Department or its appointed Representatives
SANEDI is also tasked with maintaining the National Building Energy Performance Register showing the particulars of all valid EPCs

Buildings that need to comply

EPCs are mandatory for the following:

Buildings with occupancy classes:
§A1 – Entertainment and public assembly (i.e. where people gather to eat, drink, dance, or participate in other recreation)
§A2 – Theatrical and indoor sport
§A3 – Places of instruction (i.e. schools, colleges, universities)
§G1 - Offices
Buildings with a net floor area above 1000m2 if they are owned, occupied, or operated by an organ of state
Buildings with a net floor area above 2000m2 if privately owned and not occupied or operated by an organ of state
Buildings that have  been in operation and have not had major renovations requiring municipal approvals during last 2 years
The initial deadline was December 2022, however this was extended to December 2025
All buildings must be registered with SANEDI by 2 Aug 2024
 

Non-Compliance

Up to 5 years imprisonment and/or R5mill fine

Legal Responsibility for Compliance

Accounting Officer (i.e. Accounting Officer,  Accounting Authority, Municipal Manager, etc) for buildings that are owned, occupied, or operated by an organ of state
Building Owner for privately owned buildings not occupied or operated by an organ of state (buildings with EPC will have advantage in attracting organs of state)

Dala assists Clients to comply with EPC Regulations, including:

Verification of which buildings need to comply or not
Assisting clients to register buildings that need to comply on the SANEDI website
Verifying whether all the required documents and data are available, and if not provide guidance on what is required
Conduct the EPC evaluation, determine building energy performance and rating and present results to Client
Issue the Energy Performance Certificate valid for five years to Client and assist client to submit a certified copy to SANEDI

The director of Dala is a Registered EPC Professional authorised to issue Energy Performance Certificates

  • Dala can also assist to reduce energy intensity and improve EPC rating and image (EPCs are typically used in ESG reporting in addition to public display)
